Our Story

Climate Resources Group was founded in 2017 with the recognition that climate change poses significant challenges to society and that urgent action is needed to avert the most devastating impacts. These challenges are forcing all of us, including state and local governments, institutions and individuals, to rethink the roles we play in climate change via our energy system and purchasing decisions, how we can create resilient systems that can withstand these changes, and how we can work in coalitions to maximize these opportunities at the intersection of climate change and energy.

Meet the Team

With decades of experience working on a range of activities, from EPA climate change programs, federal and state energy efficiency and cleantech policy, and neighborhood-level disaster preparedness and recovery, we are well-positioned to provide our clients with informed, high-quality, and innovative solutions for today’s climate and energy challenges.


Sam Milton


Sam is a seasoned climate and energy policy professional, with years of experience in the energy and environmental sectors. He excels at creating strategic partnerships and engaging a range of consumer, industry, public and non-profit stakeholders for mutual gains. He is experienced in creating data-driven corporate and institutional programs and analyzing public policy and government regulations that affect energy development. He is fluent in sustainability science, is knowledgeable about best practices to advance adoption of clean energy and energy efficiency measures, and is a passionate advocate for technological advances for improving the human condition. Sam holds a Bachelor’s Degree from Beloit College and a Master’s in Law and Diplomacy from the Fletcher School at Tufts University, with a concentration in Environmental Policy and Development Economics.

Craig 300

Craig Kelley

Director, Resilience Services

Craig is a licensed attorney with over two decades of environmental compliance and land use experience. He has served on the Cambridge City Council since 2005, chairing the Transportation and Public Safety committees, as well as the Mayor’s Special Advisory Committee on Neighborhood-Based Resiliency. Craig served as USMC infantry officer and is active in Team Rubicon’s Disaster Response and veterans’ support operations. He is a cum laude graduate of Boston College Law School, has a Master in Public Administration from the Harvard Kennedy School and is the co-author of Environmental Compliance Handbook. Craig is also an experienced public meeting facilitator with over 20 years of helping City elected and appointed officials, community stakeholders and commercial interests craft appropriate policies on a wide range of  issues.
